CGI's PBCA Finance Department is seeking a Financial Analyst to support critical contract administration functions and ensure the timely, accurate flow of housing assistance payments. In this role, you'll take the lead on reviewing and approving vouchers, preparing financial reporting, maintaining compliance with HUD requirements, and partnering closely with Operations, Business Analysts, and the Voucher Training & Compliance team. Your work directly supports owners, communities, and program participants across our jurisdictions.

Your future duties and responsibilities:

Under the direction of the Finance and Reporting Manager, the Financial Analyst is responsible for the timely and accurate completion of financial core tasks for the assigned jurisdiction(s). This includes monthly invoicing and reporting, ensuring accurate and timely payments to landlords, and ongoing monitoring of financial reports.
The Financial Analyst performs all duties in accordance with CGI policies and procedures, HUD regulations, handbooks, notices, the Annual Contributions Contract (ACC), business process manuals, and other applicable guidelines:
. Reviewing and approving monthly vouchers and submitting approved vouchers and tenant data to TRACS within required timeframes
. Monitoring monthly vouchers to ensure timely payment and compliance with HUD requirements
. Preparing portions of monthly invoices for administration fee payments and contributing to HUD reporting and monthly team reports
. Processing 1199s, applying necessary holds, and monitoring eLOCCS payments for accuracy
. Completing payment files, work order requests, and other core financial tasks as assigned
. Serving as a point of contact for voucher processing, independent audits, compliance reviews, and work orders within assigned jurisdictions
. Collaborating with Financial Analysts, Operations, and Business Analysts to ensure accurate payments and sufficient documentation
. Working closely with the Voucher Training & Compliance Manager to support training needs, clarify guidance, and ensure alignment with policy and system updates
. Applying advanced knowledge of HUD regulations, handbooks, notices, ACC requirements, and CGI policies and procedures
. Identifying procedural or system-related risks and notifying appropriate CGI departments
. Maintaining strong communication with owners, PBCA partners, HUD personnel, and internal teams
. Verifying successful MAT transmissions and LOCCS responses
. Monitoring voucher reports, updating notes, and relaying key information
. Assisting with vouche

Required qualifications to be successful in this role:

. Ability to accurately review, approve, and monitor vouchers and financial transactions to ensure compliance and timely payment
. Strong analytical skills to interpret financial data, identify discrepancies, and support accurate reporting
. Ability to interpret and apply HUD regulations, guidelines, and procedures to financial tasks
. Skill in identifying and escalating procedural or system-related risks
. Effective collaboration with Operations, Finance, Business Analysts, PBCA partners, and HUD personnel
. High accuracy in preparing financial reports, invoices, and documentation
. Clear, professional communication of financial information in group and one-on-one settings
. Strong organizational skills to manage deadlines and time-sensitive monthly financial cycles
Desired qualifications/non-essential skills required:
. Section 8 Housing program expertise
. HUD Occupancy expertise
. Tenant Rental Assistance Certification System (TRACS) knowledge

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $31,700.00 - $70,300.00.
