Job summary

As an Executive Director, Program Lead – American Dream City Strategy in the American Dream team, you will design, launch, and manage city‑level workforce initiatives in priority markets. You will partner with the Apprenticeships, Careers & Skills Program Lead to align operating plans and outcomes, and collaborate across pillars, teams, and external organizations to deliver measurable results. You bring strategic leadership, disciplined execution, and a focus on data‑driven improvement.

Job responsibilities

  • Build and maintain partnerships with internal teams, employers, educational institutions, policymakers, and community organizations.
  • Develop and implement strategies to address labor shortages, skill gaps, and impacts from technological change in each city.
  • Create and execute operational plans for key markets, including regional talent partnerships and workforce development initiatives.
  • Partner with the Apprenticeships, Careers & Skills Program Lead to align program design, governance, and measures of success.
  • Oversee timelines, risks, compliance, and delivery quality for the city strategy portfolio.
  • Prepare and deliver concise updates and executive summaries to senior stakeholders on progress, risks, decisions, and outcomes.
  • Establish metrics; track performance and adoption; translate insights into actions for continuous improvement.
  • Manage and mentor senior managers and program teams; foster an inclusive, high‑performance culture.
  • Capture lessons learned across markets; codify repeatable processes to scale impact.
  • Coordinate budget oversight and delivery governance across multi‑stakeholder programs.

Required qualifications, capabilities and skills

  • 10 years of experience leading large‑scale program or portfolio management with measurable outcomes.
  • Demonstrated ability to design and execute complex, multi‑market workforce initiatives.
  • Leadership experience managing managers and cross‑functional teams to deliver complex programs.
  • Strong influence and presentation skills; experienced in content creation and communication for senior audiences.
  • Experience partnering with educational institutions, employers, policymakers, and community organizations.
  • Proficiency using labor market and program data to inform decisions and measure impact.
  • Experience with program governance, budget oversight, risk management, and quality standards.
  • Recognized leadership and culture‑building; agile learner who adapts quickly in changing environments.
  • Proven ability to develop strategic initiatives and deliver results.
  • Track record of working effectively with internal and external partners.

Preferred qualifications, capabilities and skills

  • Experience building public‑private partnerships and collaborating on policy initiatives.
  • Background in reskilling and upskilling programs focused on data and technology skills.
  • Familiarity with change management and process improvement practices.
  • Experience establishing enterprise standards and operating models across business areas.
  • Experience with vendor and partner management for multi‑stakeholder programs.
  • Comfort leading through ambiguity and evolving local needs.
  • Advanced degree in a relevant field.
